How do you appeal a private parking PCN at POPLA?
A private Parking Charge Notice is not a council fine. Appeal to the operator first. If they refuse, POPLA may be the next free step, but only if you send the evidence with the appeal.
People search this because a private ticket looks official and the letters PCN are used for more than one kind of notice. This page is a reading guide to the official POPLA and GOV.UK routes. It is not legal advice, and Caroat does not cancel parking charges.
Is it a private ticket or a council ticket?
Read the issuer. A council Penalty Charge Notice is challenged with the council, then usually a tribunal. A private Parking Charge Notice is a company invoice for parking on private land, such as a supermarket, hospital, or retail park. GOV.UK tells you to contact that company first.
Council PCN compared with a private parking charge
| Question | Council | Private |
|---|---|---|
| Who issued it? | A local authority | A private parking operator |
| First step | Challenge the council | Appeal the operator |
| If they refuse | The tribunal route on the notice | POPLA (BPA) or IAS (IPC) |
Appeal the operator first
You cannot skip this and go straight to POPLA. Use the address or form on the notice. Keep copies. Say what happened, with dates, times, and the registration. Attach photos of the entrance, the bays, the signs, and any ticket or app payment.
POPLA or IAS
GOV.UK names two independent services after a private operator refuses you. POPLA (Parking on Private Land Appeals) is for British Parking Association members. IAS (Independent Appeals Service) is for International Parking Community members. The refusal letter should say which one. If it names POPLA, use popla.co.uk.
POPLA asks for the verification code, the parking charge number, and the registration. Put the full case in at the start. Their published process then lets the operator send an evidence pack, and you can comment on that pack. The decision is final at POPLA. If you lose, the operator will expect payment.
If you say the plates were copied
In a published POPLA case, a motorist said they were at home and that their plates had been copied. They said they had a police crime number. POPLA refused the appeal. The operator had ANPR photos of a car with the same plate, make, and model as the DVLA record. The motorist did not point out any difference from those photos, and did not put the police report or crime number in the appeal.
POPLA's own appeal guide also lists a crime reference number as helpful evidence when a vehicle was stolen. Treat a cloned-plate claim the same way: paper, not only a sentence. For how cloning works when you are checking a used car, see how to check if a used car is stolen.
Time limits and the entrance sign
In another published POPLA case, a car park had a 90-minute maximum stay from 10.00am. ANPR showed the car in at 09.30am and out at 11.15am. The whole stay was 105 minutes, but only 75 minutes fell after the rules began. The signs did not make a different rule clear. POPLA allowed the appeal and the charge was cancelled.
If you appeal on hours or a maximum stay, photograph the entrance as well as signs further in. The entrance should show that this is paid or restricted parking, and the terms should be readable before a vehicle pulls in. Signs only beside the bays are a weaker picture of what a driver could see on the way in.
- Write the entry time, the exit time, and when the signed rules begin
- Count the minutes while the terms applied, not only the total stay
- Photograph the entrance sign so the wording and hours are readable
- Photograph any extra signs the operator may later put in their pack
If you had already sold the car
Private operators often ask DVLA who the keeper was on the day. If the logbook still has your name, the ticket can still come to you. That needs proof of sale, not a late DVLA letter. See why you can still get a parking ticket after you sold the car.

FAQ
Is a private parking PCN a council fine?
No. A private Parking Charge Notice is a demand from a company that manages private land. A council Penalty Charge Notice is a local authority penalty. The letters can look similar. Check who issued it. Council tickets use the council challenge route. Private tickets go to the operator first, then POPLA or IAS.
Can I go straight to POPLA?
No. POPLA only takes a case after you have appealed to the parking operator and they have refused it. The refusal letter should include a 10-digit verification code. You normally have 28 days from that letter to send the POPLA appeal.
What if my parking operator is not in the BPA?
POPLA is for operators in the British Parking Association scheme. If the operator is in the International Parking Community, GOV.UK says the independent route is the Independent Appeals Service (IAS). The rejection letter should name which service to use. Do not guess.
What evidence does POPLA need for cloned plates?
POPLA has refused cloned-plate appeals that were short on detail. Name the differences between your car and the one in the operator photos, such as colour, trim, damage, or stickers. Include the police report and the crime reference number in the appeal itself. A claim that you were at home is not enough on its own.
What if I parked before the time limit started?
Count only the time while the rules applied, not the whole stay, if the signs set hours. Photograph the entrance sign as well as signs deeper in the car park. The entrance should show it is paid or restricted parking, with the terms readable before you park.
